CDE Releases ASSETs Request for Applications

Dear Colleagues,
In case you haven't heard, the CDE has released the 21st Century Community Learning Centers Program High School Request for Applications. The high school program is known as After School Safety and Enrichment for Teens, or ASSETs. This application is due to the CDE by December 19, 2008.
The department has also stated that the 21st CCLC RFA for elementary and middle/junior high schools will be released sometime in mid-November. The department indicated that it received feedback from applicants last year that it was difficult to work on both applications concurrently, and so a staggered release will be implemented this year.
Applicants normally receive eight weeks to complete these applications. However, the department has received requests from the field to extend the K-9 deadline by two weeks to compensate for time lost due to the winter break.

CDE Clarifies Policy Regarding Closures for Staff Development

Dear Colleagues,
The Frequently Asked Questions (FAQ) document that the CDE originally posted on May 16 has been amended to include the following language:
Question: We are developing our program plans for next year. Can we elect to not operate our after school program on certain days to provide staff with professional development opportunities?
Answer: Yes. You may elect not to operate your after school program for up to three days per grant year to provide staff professional development during regular program hours using funds from the total grant award [EC Section 8483.7 (a)(1)(C)]. The professional development opportunities to be provided on non-operational days must be included in your program plan and your annual calendar. Parents must be made aware, in advance, of these planned professional development days so that they can make alternate plans for the after school hours.
This written guidance resolves the conflict with the provision in EC Section 8483.(a)(1) that requires after school programs to operate on every regular school day. As we previously reported at LCAP's BOOST Conference gathering, an administrative solution to this policy issue has been achieved.
