Senate Education Committee Passes AB 983 (Skinner)

Dear Colleagues,
Yesterday, the Senate Education Committee Passed AB 983 (Skinner); a bill to permit after-school programs to use their base grants to operate activities on weekends. The bill also proposes to allow federally-funded 21st CCLC programs to report the attendance generated by those activities.
This bill, along with AB 434 (Block), will next be heard by the Senate Appropriations Committee when the Legislature reconvenes from summer recess in mid-August.

Senate Education Committee Passes AB 434

Dear Colleagues,
The Senate Education Committee unanimously passed AB 434 (Block) today; a bill to temporarily reduce the ASES match requirement from 33 percent to 15 percent through FY 10/11, and clarify the direct service status of site coordinators who spend at least 85 percent of their work hours on the program site.
AB 983 (Skinner), a bill to allow after-school programs to provide weekend activities with base grant funding, was held over and will be heard on July 15.

Hearings for AB 434 and AB 983 Postponed

Dear Colleagues,
Senate President pro Tem Darrell Steinberg announced today that all Senate Policy Committee meetings would be deferred until a budget agreement has been reached. Both AB 434 (Block) and AB 983 (Skinner) were scheduled to be heard today but have been postponed as a result.
Senator Steinberg has stated that if the policy committees were unable to report bills assigned to them by the July 10 deadline, any necessary rules waivers would be facilitated.
