The California Department of Education has released a Request for Applications for 2009/10 After School Education and Safety program funding. The application is available to existing ASES grantees that are currently funded below the maximum grant amounts ($112,500 for elementary schools and $150,000 for middle/junior high schools), as well as schools that are not currently receiving ASES funding. Schools in which more than 50% of the students are eligible for Free and Reduced Price Meals are prioritized for funding. Applications must be received by the department by 5:00pm on January 29, 2010.

The purpose of these meetings will be to refine a policy agenda, as well as identify administrative issues that can be addressed with the CDE's After-School Partnerships Office during the upcoming year. The League will invite up to four representatives from each of the 100 largest ASES and 21st CCLC programs to attend these meetings. Click here for dates, times and locations for these meetings.

The after-school community was dealt a blow today when the Senate Appropriations Committee elected to hold both AB 434 (Block) and AB 983 (Skinner), claiming that both bills could result in "potentially millions" in General Fund cost pressures. The analysis of AB 434 stated that reducing the match requirement from 33% to 15% would result in a loss of approximately $82 million in resources and could put pressure on the General Fund to backfill the loss. The analysis of AB 983 claimed that permitting programs to operate on weekends could divert resources from weekday activities and place pressure on the General Fund to backfill weekday program needs. The rationale used to make the case for cost pressure in both instances is unsubstantial, but today's actions underscore the intensely conservative fiscal climate in Sacramento. After-school advocates will continue to pursue administrative solutions to these issues.

Yesterday, as expected, both AB 434 (Block) and AB 983 (Skinner), were referred to the Senate Appropriations Committee suspense file. The Committee has until next Friday, August 28, to release and send these bills to the Senate Floor. LCAP members and other key stakeholders who wish to urge their support for these bills may cut and paste this template for AB 434 (Block), and/or this template for AB 983 (Skinner), to your agency letterhead and fax immediately to Susanna Cooper, from Senate President pro Tem Darrell Steinberg's office, at (916) 323-2263 and Dan Troy, Senate Appropriations Committee Analyst, at (916) 327-2188.
AB 434 (Block) seeks to clarify the direct service status of site coordinators who spend at least 85% of their work hours at the program site, and temporarily reduce, through June 30, 2011, the ASES match requirement from 33% to 15%. AB 983 (Skinner) proposes to permit ASES and 21st CCLC programs to use their base grant funding to operate activities on weekends, and to allow 21st CCLC programs to count the attendance that is generated by those activities.
