<p><span style="color: black;">The California Department of Education has released a Request for Applications for 2009/10 After School Education and Safety program funding. The application is available to existing ASES grantees that are currently funded below the maximum grant amounts ($112,500 for elementary schools and $150,000 for middle/junior high schools), as well as schools that are not currently receiving ASES funding. Schools in which more than 50% of the students are eligible for Free and Reduced Price Meals are prioritized for funding. Applications must be <strong>received by the department by 5:00pm on January 29, 2010.</strong></span></p>

The League held similar meetings last&nbsp;September and October&nbsp;and the policy and administrative issues gleaned through these gatherings helped to inform the provisions that&nbsp;were included in AB 434 (Block) and AB 983 (Skinner), and have been taken up by ASES administrators for consideration. </span></p>
<p><span style="color: black;"><br />The purpose of these meetings will be to refine a policy agenda, as well as identify administrative issues that can be addressed with the CDE's After-School Partnerships Office during the upcoming year. After-school advocates will continue to pursue administrative solutions to these issues.&nbsp;</span></p>

<p>Yesterday, as expected, both <a href="http://www.ca3advocacy.org/storage/policy-cde-senate-assembly/ab434/ab_434_bill_20090715_amended_sen_v97.pdf">AB 434 (Block)</a> and <a href="http://www.ca3advocacy.org/storage/policy-cde-senate-assembly/ab983/ab_983_bill_20090227_introduced.pdf">AB 983 (Skinner)</a>, were referred to the Senate Appropriations Committee suspense file. The Committee has until next Friday, August 28, to release and send these bills to the Senate Floor. <p>AB 434 (Block) seeks to clarify the direct service status of site coordinators who spend at least 85% of their work hours at the program site, and temporarily reduce, through June 30, 2011, the ASES match requirement from 33% to 15%. AB 983 (Skinner) proposes to permit ASES and 21st CCLC programs to use their base grant funding to operate activities on weekends, and to allow 21st CCLC programs to count the attendance that is generated by those activities.</p>
